Folder area of Explorer window grey

On our Windows 2000 servers ONLY and NOT any Windows 2000
workstations, when you open Windows Explorer, it shows
the folders pane with the word Folders at the top, but
the whole area is grey. You don't have a folder list.
Anyone have any ideas?
