flickering icons and dialogue boxes that refuse to go away

after booting up, clicking on the desktop icons produces
flickering but no shortcut actions; programmes etc can
usually be accessed from start etc but then in outlook
express and certain XP games, the dialogue boxes cannot
not be actioned, nor will they disappear. after a while
system seems to settle down and can be used normaly,
but...

hardware or software or virus situation?
