flashing orange bar

This is kind of hard to describe... I fixed this years ago, but
reinstalled Windows and now the problem is back and I can't remember
what I did to fix it. It has to do with window tabs flashing orange
instead of opening to that window. example: When I 'print to'
Paperport, instead of opening paperport, it flashes orange in the task
bar. Also, if I click a button on my keyboard to open a program, it
too flashes orange, not open. Like I said, I fixed it years ago and
can't remember how I did it, but there is a way...

Nope, (well maybe but...) after I did something (years ago), a
registry tweak? it's always opened a new ap to the front, or in a send-
to situation, it opens that window...
