Flagged messages and All day events not in To Do list

In Outlook 2007 the To Do list shows Events with a specified time but not all
day events like a birthday or anniversary or generic reminder (I need to do
this sometime today).

Also flagged mail messages (Tomorrow) do not show up in the To Do list. I
have seen one KB article that says if the mail folder isn't the primary it
won't trigger on the To Do list. It says to right click on the Personal
folder, properties and to set Display reminders and tasks from this folder in
the To-Do Bar property but the setting doesn't exist on the properties for
the folder or anywhere else I can see. Another article says to run Outlook
from the Start/Run command line with /cleanreminders and /resetfolders
switches to fix this; No Luck. The mail account I'm using is an MSN account.
The calendar is in my local Outlook folder.
There's probably some secret handshake that needs to be done to get this to
work but I haven't found it yet.

which folder did you r-click on, the one the mail is in or the top level for
the pst they are in?

If the folder is of the type that can do flags, the option is listed right
under 'automatically generate Exchange views'. It's available for personal
folders, but not imap mailboxes, sharepoint lists or outlook connector
mailboxes.

I had been r-clicking on the Personal folder but I just went through every
folder listed in the Outlook Mail section. The ONLY folder that displays that
option is the Archive folder, which is kind of useless. I'm not sure why my
Personal folder would not present the option (it is linked to a .pst file on
my hard disk) but as it is it seems like I'm getting only about half the To
Do list capability that I could. Since my mail (where the messages I want to
flag are) is MSN mail I am using a imap mail link. It's seems rather silly
that MS can't get all it's own pieces to work together. I was hoping that I
could track all my tasks, mail followups, and calendar items (i.e. ALL my
work) in one place and get rid of my paper lists. Oh well, maybe Office 2011.
