Outlook 2007 was allowing other programs lke windows explorer and quicken to
launch a new email from that program as long as outlook was open. This no
longer works. Is there a bug with outlook 2007, or can I reset something?

I just went through a demo and this thing still isn't fixed in OutLook
2007!!!
I don't understand why they wouldn't have put that into the new
version since this question has
been asked fairly regularly!!! Who's idea is it that a user wouldn't
want most ANY window
to be scrollable with the mouse wheel????

What happens when you try? "Doesn't work" is way too vague to come with a
suggestion that might work for you.

How is this related to the OP? If you have a question for yourself start a
new thread for yourself and clearly explain your issue. Your description of
the issue is restricted to a few words in the final line.

FYI: scrolling works just fine in Outlook 2007

By "doesn't work" , I mean it doesn't do anything...in windows explorer it
used to open a new email with the files attached...now NOTHING happens...in
quicken business, rather than attach an invoice to a new outloook email
message, I get an error message which I can't read, since vista killed help
messages in older software.

Which version of Windows are you using?
Verify that you have Outlook set as the default email editor.
