fit to window

I'm new to XP. All of my windows have slide bars across
the bottom. I want to have it fit to window, but I can't
figure out how to do it.
 
Put the mouse pointer on the right side till it changes to a two headed arrow.
Hold down the mouse left button and drag the screen to the left.
