Can anyone please tell me how I can select the CD ROm as the first Boot
Device on my PC?

this needs to be done in your computer's bios screen. this is usually
accessed by pressing one of the function keys before the OS begins to load.
 
Some of the newer motherboards will allow you to set the boot
order without entering BIOS setup, by tapping the F11 key during
POST.
If yours doesn't, tapping the DEL key when your PC starts will
get you into BIOS setup, but sometimes it's the F2 or other keys,
consult your system documentation.
Once there goto the Advanced BIOS Features page, or boot menu
[again depending on your BIOS], here you can select the order of
boot devices.

F11 is the key on some Compaqs - the usual key is DEL. The BIOS setup you're
describing may also be unique to your brand of BIOS and may not work for the
OP.

You do it in your BIOS setup program.
How to get into your BIOS depends, not on Windows, but on what
motherboard/BIOS you have. As a matter of fact, you have to
access the BIOS before Windows even starts to boot. One common
way is to press the Del key when you first power on, but that's
not necessarily right for your computer. Watch the screen
carefully when you first boot; there's often a message there
telling you what to do. If not, check your system documentation
or check with your vendor.

Or just try the Del key. There's a good chance that's correct for
you.
 
That would be F10 on some Compaqs. Most common BIOS setup keys are DEL
or F2.

THIS IS A HARDWARE PROBLEM, NOT WINDOWS XP.
