Firewall off only while logged onto domain

I have several XP SP2 laptops on the network. I want to manage them with a
variaty of applications while on the network so I need the firewall to be
off. When they are on the road I want the firewall to be on. If I set the
GP for the domain to shut off the firewall, would the firewall be on when
the users are not on the domain or do I need to specify a local policy to
turn on the firewall?

Do you have known problems with the firewall on? I'd look at changing the
firewall settings to resolve the problems....
