Firewall issue on sp2

i am having an issue where on the exceptions tab of the windows
firewall, the add programs button is greyed out meaning i am unable to
add programs to the exceptions list. Has anybody got any suggestions on
how to rectify this?

This may be due to a Group Policy setting. See section "Configuring Windows

unfortunately that doesnt fix my issue. No group policy is running on
the machine. Any other ideas? Would installing sp2 have any detrimental
effects?
i dont suppose there is anyway to just re-install the sp2 firewall by
itself?

No group policy is running on the machine

Policies can be enabled through the registry, as well. You may try Method 1
here.

Windows Firewall options are grayed out:
