finish installing prog?

ok so when i installed windows xp as an upgrade from
win2000(that had a few bugs) it (the new xp) had a
problem loging on, which was not a huge problem because i
just shut down and had it startup in safemode, which it
for some reason would let me log with no problems at all.
heres where im am lost,
when i put in the winxp cd to re-install, i obviously
cant download the new... whatever it needs... but then it
says i "have a program the hasnt finished installing,
please log off and log back on, allow it to complete,
then start windows installation once again"
i dont know if it is saying this because i am in safe
mode or what, but there is no program left to install..
what do i do with this???

a possible way would be to boot from cd?

Boot from the XP cd, and when prompted hit enter to begin setup. Press F8 to
accept the license agreement. It will then search and find your existing XP
install. Select it, and choose R for repair.

If it doesn't boot to the cd, go into your bios and change the first boot
device to cdrom.
