Finding Windows version and Language thru code

Hi;
I need a WinAPI or 2 of them to help me know which version of windows my
program is installed on,and this version is of which language.For Win
XP,langages are installable on the same windows,and i have to know some
specific language are installed or no.
Can anyone please help?I will be so much appreciated.Thank you.
