Find related messages not always working

I have a user who will sometimes not get the find related messages bar when
she replies or forwards an email. She can see her reply or forward in the
sent items folder but does not get the FRM bar in the email itself.

I looked in options but could not find anything that would closely relate to
this. Has anyone out there seen this an know of a fix?
 
Not sure my reply wne t through. User is on Outlook 2003 in exchange
environment.
 
An explanation on how the FRM bar works may help to figure this out. Hard to
tell if it's a bug or user error. I'm leaning on bug because I've seen this
on serveral workstations here. Most may not be reporting it because they
don't use the feature.
