Final compare document that does not show all changes

When I email a document, I don't want the recipient to see the changes that I
have made to a document, even though it is final form, the recipient can hit
the button "final showing markup" and it shows them all revisions. The
revisions are confidential. I want to email the document so they can revise
(so it cannot be locked or password protected), but I don't want them to be
able to use the feature final showing markup. Is this possible just to keep
it final.
