Files On Desktop

Whenenver I place files anywhere on my desktop, they always move to the
far left side of my desktop after I open and then close them. This
doesn't happen with other operating systems like Win98SE and WinXP. How
can I get these files to stay in the location on the desktop that I
originally placed them?
 
If you right-click your Desktop and reveal the Arrange Icons menu, is there
are checkmark next to Auto-Arrange?

Auto-arrange is not checked. The icons behave normally, it's just files
