Files missing on boot

When i try to boot my winxp computer i get an error saying:
canont find file:
<systemroot>\system32\hal.dll
please re-install a copy of this file.
what can i do to get my computer back working, i have linux installed, ca i
use that to install a copy of this file?
i neeed a reply as soon as possible
