File summary information in Windows Explorer

I am searching for an answer as to why, in Windows Explorer, when you hover
over a document's icon, you will get a yellow pop-up file description
window.

I have not had consistent results in right clicking, selecting Properties,
and filling out the Summary Information to make various file attributes
viewable in the pop-up (like Title, author, etc).

I have a single folder with two files in it. Both have the title in the
Properties Summary - one displays the title in the pop-up, the other does
not.

Setting in Folder Options - View. 'Show pop-up description for folder
and desktop items'

Try a View - refresh, or in the extreme logout and back on.
.. You may have added information but explorer does not know about it
yet

While 'Refresh' seems a valid option, I have done that. Also, the folder I'm
looking at had the information entered by someone else and was already there
when I started looking at, so I don't think it's a logoff/logon issue,
either.
