file recovery

I have a computer that won't boot after an electrical outage. the error
message states "explorer.exe unable to locate componet" "this application
failed to start because 'cryptui.dll' was not found".
the file 'cryptui.dll' is in the system32 folder but windows won't boot
because of the above message. I have tried to rename and replace the file but
can't. I have tried replacing it using recovery console, putting the hard
drive in another system as second drive the trying to copy the file but
windows will not let me do anything.
this file from what I have read is part of a service pack.
Is there any way to fix this problem without reformat and reload windows xp
pro.

Thanks
Danny

Hi, Danny.

"An electrical outage" can be caused by something as simple as accidentally
pulling the plug - either in your house or somewhere up the line in the
power system - or as complex as a lightning strike. The effects can be
benign and fixed by simply rebooting, or as complex and devastating as
complete destruction of your computer. Or somewhere in between - which is
apparently the situation in your case. It appears that your system was not
wiped out completely, but SOME damage was done, and you don't know just how
much. If that one file is missing or corrupted, then others may be, too,
and, even if you get this one file fixed enough for you to boot into WinXP,
they might cause strange errors later.

My recommendation, IF you can boot WinXP, is to run the System File Checker.
(Start | Run: sfc /scannow) SFC will compare each WinXP operating system
file with the "known good" copy held in your on-disk cache and replace any
missing or corrupted ones. Have your WinXP CD-ROM handy; SFC probably will
need to see that.

But since you can't even boot WinXP, you probably should "bite the bullet":
Boot from your WinXP CD-ROM and do an "in-place upgrade". This will
reinstall WinXP itself, while preserving your installed applications and
data. (If you find later that your apps and data were also damaged by the
power outage, you will have to solve those problems separately.)
Microsoft's instructions are here:
How to perform an in-place upgrade (reinstallation) of Windows XP
http://support.microsoft.com/default.aspx?scid=KB;en-us;q315341

You didn't give us enough information to be sure that these recommendations
will work in your case. If your computer had WinXP pre-installed by the
vendor, then you may not have a full retail WinXP CD-ROM; if you have only a
"recovery disk" from your OEM, you'll have to ask the OEM how to reinstall
WinXP on your computer without losing your apps and data. Or, if you have
SP2 installed but your WinXP CD-ROM is pre-SP2, you may not be able to use
either SFC or the in-place upgrade. If you tell us the make and model of
your computer (or of your motherboard, if you built it yourself), someone
here might recognize it and give you some more specific advice.

It would be a very good idea to run a chkdsk /r BEFORE trying things like a
repair reinstall (either from recovery console or with the drive slave again
in the other machine). I've seen quite a few situations like this where a
repair install is done without first checking out the disk, works initially,
and then fails because disk problems like bad sectors weren't identified or
resolved first.)

Before resorting to a repair install I would do two things.

Boot Recovery Console and run CHKDSK /R. It will take a while to complete.

Then boot to Safe Mode and run SFC /SCANNOW.

I agree completely.
