File open in another application

Word files from a client, once downloaded, cannot be moved or deleted because
"the file is open in another application" according to the error message.
This message persists even after the computer is restarted. I've checked
permissions and ownership (taking ownership doesn't seem to make any
difference). Some of the files are "blocked" and others are not.
"Unblocking" seems to make no difference for those files that are blocked. I
think the client is using a computer on a network with a network license for
Word--that may have something to do with it. Any suggestions? What do I do
to override the error message and move/delete the file? What might I tell my
client to do to change her settings? I have a screen shot of the error
message if that would be helpful.

How are you 'downloading' them?
If they are e-mail attachments save them to the hard drive before opening
them in Word.

Hi Graham, Thank you for your reply. The documents are downloaded from a
course management system and they are saved to the hard drive. This is the
problem. Once saved to the hard drive, they cannot be moved or deleted,
sometimes for weeks before whatever application has captured them finally
releases them. It's only documents from just one client and the result is
always the same.

I should note: I'm using Word 2007 and the files are saved as .doc files.
