How to open an old ".doc" file in Word '03 (from about 1993-94)?

I tried to open an old Word file created in an earlier version of MS Word
(from about 1993-1994) and ...

got an error message that said: "You are attempting to open a file that was
created in an earlier version of Microsoft Office. This file type is blocked
from operating in this version by your registry policy setting."

How do I change settings so I can open this old word file in MS Office 2003?
