~ file on desktop

I have a file icon on my desktop named "~." I delete it
but it always comes back. The icon is a generic one. XP
cannot open it. It is 203kb and points to the Documents
and Settings\Desktop folder.

Anyone know what this is and how I can get rid of it?

This is a recent problem with Outlook Express.
It's caused by the KB330994 patch for Outlook Express.

There is currently no fix for this problem by a subsequent
patch.
The file is actually a backup copy of your Address Book
which is being misplaced.

Actually, FYI, it appears in My Documents on my XP.

I've had it appear in the folder of another program (scanner software) that
accessed and made a change in the address book during a faxing session...
