file on c drive

I have a file on my c-drive that I can not delete. The file is microsoft
frontpage and it is located in C:\Program Files. When I try to delete it I
get a message that says. "Cannot delete microsoft frontpage: Access is
denied. Make sure the disk is not full or write-protected and the file is
not currently in use. I need to know how to delete this file.

Try deleteing it from safemode.
Access Safe Mode

You cannot delete the "C:\Program Files\microsoft frontpage" or the
"C:\Program Files\xerox" folder plus a few other folders because they are
considered protected system folders.

Use caution when trying to delete files that Windows is protecting. Often,
this built-in protection can really save your rear.

But...if you REALLY want the power to delete ANY file on your hard
drive....build a Bart PE boot CD and go for it. Please note that using this
CD you'll be able to delete any and all files - even ones that you need.
