File location for Q308402 hotfix.

Can anybody please tell me where to find the patch file for Q308402? It's not
listed in the support article, Microsoft won't provide support because my
system is technically an OEM version (even though they provide no support),
and I would prefer not to pay the $35US if I don't have to.

Absolutely incorrect - call MS stating you are experiencing the issue(s)
specified in the Q article and you'd like to obtain the fix mentioned in the
hotfix, and MS will direct you to a URL and give you a one-time password to
download the fix.
Note: Do not mention any other issue except what is related to the hotfix,
otherwise your credit card will be charged.
