"~" file keeps showing up on desktop

What is it, why does it show up, and do I need to worry
about it?

It's a known problem that usually happens when the OE address book is worked
on. Just delete the file, maybe MS will have a cure on of these years.

The file appearing on your desktop with the filename ~, commonly known
as a tilde, is a backup of your Windows Address Book. It is appearing as
a result of the April 2003 Cumulative Patch for Outlook Express (330994).
you may simply delete it.
