File Import/Export is Greyed Out??

I have looked in control panel settings and the converters
& import for Outlook are installed, yet under the file
menu they are always greyed out. How do I get my Outlook
Express Mail into Outlook without File Import??

In Outlook Express, user File>Export>Messages
 
I have the same problem. Need to export an "on call" calendar for people not connected with our organization. Outlook 2003 was migrated from MS Small Business server. On one station running Win 2K, file Import/Expert is grayed out. On another with XPPro it is not. what to do? I was not aware that something in control panel would show it converterswere installed.
