~ File Icon on my desktop

When I want to delete the ~file 180KB Icon from my
desktop I will get this error message(( can not delete
DC30:It is being used by another person or program.close
any program that might be using the file and try again. ))
My Pc Specs are: Win XP Home ,P4 2.26GHZ , 256M RDRAM,40
Gig H/D , 64MB AGP card.
Any suggestions on how to get rid of the ~file Icon.

Recycle Bin - Deleting Problems
I have Win XP Home.
What had me concerned was, I had just installed Ntbackup off of the XP CD.
Did a backup. Did not like what I found or how this worked. Rinky dink.
Shift+Del'd the backup file.
Uninstalled Ntbackup. I manually backup to CD.

After several reboots, I happened to look at the Event Viewer.
"Application popup: dclean.exe - CorruptFile:
The file or directory\Recycled\Dc1.oldi is corrupt and unreadable.
Please run Chkdsk utility."
Of course I did not read this carefully enough. Would of saved me a lot
of problems if I had.

I believe That Dc1.oldi was a file I was having trouble deleting from a problem with WMI.
"7. Use Windows Explorer to delete all the files in the %SystemRoot%\System32\Wbem\Repository
folder.
8. Shutdown and restart your computer. The Windows Management Instrumentation service will
start and the files will be re-created."
I could not delete what was in C:\Windows\system32\Wbwm\Repository\FS.
Kept recreating files before I was done. Yes I had turned WMI OFF, I checked twice.
So I renamed it. Then deleted it. Then deleted FS.
I rebooted a couple of times some where in here, I think.
Rebooted and my WMI problem was fixed.

Tried to empty the Recycle Bin.
Window popped up, "Are you sure you want to delete WINDOWS?"
That, gave pause for thought. No. I did not want to delete Windows.
Not at that time, anyway. ;o) Maybe later.
Created a couple of folders and sent them to the Recycle Bin.
Emptied the Recycle Bin.
The Desktop icon still showed that the Recycle Bin had something in it.
Visited Kelly's Korner. She ought to have free coffee. ;o)

Went through everything listed @ Kelly's site for Recycle Bin - Deleting Problems.
"Go to Start/Run and type in CMD:
Type CD \RECYCLED, and then press ENTER.
Type ATTRIB -r -s -h info2, and then press ENTER.
Type DEL INFO2, and then press ENTER.
Go to Start/Run and type in: CMD. At the prompt type in: cd\ [enter] then cd Recycled [enter]
then dir [enter]."
Found Dc1.oldi and tried to open with NotePad, said it was corrupt.
I even ran Spybot S&D as suggested. Of course, this got me off on a tangent with another
"Opportunity".
Spybot S&D did not find the problem.

"Damaged Files in Recycled Folder
Go to Start/Run/CMD:
Type: cd.. enter cd.. enter then, Type: attrib -s -h recycled [enter], Type: del recycled [enter],

Restart the computer.
Or go to Start/Run/CMD and type in: rd /s /q c:\recycled"
Of course Disk Cleaner does this for me.

I also tried deleting Dc1.oldi from cmd.
This did not work either.

I finally ran Error Checking (Chkdsk). This is what fixed the problem for me.

~file Icon is long gone.
