File Explorer Behavior

When I open the file Explorer, it automatically expands the C drive.
Usually, this is not where I want to go, and I want just a list of the
drives available.

Is there anyway to suppress the expanding of the C drive?
 
Click Start | Run and type "explorer.exe /e,"
