How do you make a file available for download, so that
when a user visits your website, they can click a button,
and a window will come up asking whether they want to
open or save? I know very little on this topic, but its
vital to my company that I figure this out.
Thanks

I tried that, but when i click on it, the page goes to
a "this page cannot be displayed" page. Any suggestions
to what would cause this?

you may have named the file with illegal file name (spaces, etc)
or...did you Import it into FP first before you published it?

I don't think it's named illegally; there aren't any
spaces. But what do you mean when you say "imported into
FrontPage before I published it"? Don't I just upload
into my website host, ex: freehosting.myplace.com? This
is mainly the part I don't quite understand.

With your website open in FrontPage, choose File | Import and point to
(i.e. browse to and highlight) the file you want to make available. Once
it's imported into your web, then create the hyperlink to it.

I did what you said, and imported the file into
FrontPage, but now when I hyperlink it, it assumes that
i'm trying to link to another page, and comes up with
the "this page cannot be displayed" page, which is the
same as what happened last time.

Where are you importing the file into...which folder? Don't put it in _private folder.

How exactly are you creating the hyperlink?

i'm inserting the hyperlink by highlighting the words
that i want the person to click on for the download
window to come up, and then i go up to the toolbar and
click the hyperlink thing. Then i find the file, and link
to it

This may be a browser configuration issue. Can you download zip files from
other Web sites?
