File Download Dialog box is gone

Hello,

My sister has Windows XP Home Edition and cannot download
anything online. When the link to download is clicked,
the 'File Download Dialog' box does not pop-up. It then
appears that the download has begun because there's a
progress bar indicating it has, but the progress bar only
goes about half-way then stops. Nothing will ever
download completely. Also, if she right-clicks on the
link, "Save Target As" is disabled.

I've searched for hours trying to find the solution and
can't. Does anyone have any suggestions?
