Can't download files

I browse to a web page and click on a link to download a file. I am
expecting a window to pop-up to prompt me where I want to save the file, but
nothing happens (well, the progress bar at the bottom of the window creeps
half-way across and stops). I try right-clicking on the link with the hope
of selecting "Save Target As" but that option is grayed-out or not
available. My laptop on the same home network does not have this problem...

For example, the link to download the PowerPoint Viewer --

clicking on "download" has no result...

IE6 -- patched to date
Windows XP - patched up to date
