File being used by another person or program

Hi,
I'm not sure if I'm in the correct forum and I apologise if I'm not.
I want to delete some files but I get the message "The file is being
used by another person or program" How can I determine which program or
person (although I know it can only be me )is causing the blockage? The
files in question are video files which are the products of conversion
attempts using several video editing programs.

Boot into Safe Mode and delete them from there.

I tried going into Safe Mode but I still had the message saying the file
was being used by another person or program. The only difference was
that everything was happening in sloooooooow motion.

I downloaded the software and after getting my head around the way it
works I did in fact delete the files. That sets me off to find out what
the terms PID and Handle mean. Any idea where I can get more
information on them?

You're probably using NTFS file system or else you are not using Windows
explorer to delete files (assuming you don't have another program
running with the files open!). Rather than go to safe mode as one member
suggested which requires a re-boot, try opening a command window
(Start/run/ and enter :- cmd /p

Then run DOS commands to delete.

I get a similar problem sometimes when trying to format a floppy (yes I
still use them!).

find the command prompt & type: del/? then enter
or you can type: erase/? then enter.
you may want to debug the system, type:debug/?

That solution doesn't usually work for this problem.
