File and folder permissions

Would anyone know why it is that when I allow inheritable
permissions from the parent to propagate to the object, I
can be 10 or 20 folders in deep and although all the
folders have the same permissions, some but not ALL the
files in the folder have the correct permissions. Some
have no permissions. I have to take ownership of that
particular file, add one user or group, then all the
permissions are added at once that should have propagated
in the first place. Any clues? Thanks.

One thing to keep in mind is that if data is moved from another location on
the same hard drive, then the original permissions are retained regarding of
what the permissions are of the parent folder the "moved" folder has been
placed under. For example, if I have the following folders:

C:\My documents\Stuff and C:\ProgramFiles\MoreStuff

If I move "MoreStuff" below C:\MyDocuments\Stuff, then "MoreStuff" will
retain the permission it has under C:\ProgramFiles instead of inheriting
permissions from C:\MyDocuments\Stuff.
