File Access Denied Help

WinXP Pro with NTFS. I had to reformat so I copied all data files to a 2nd
HDD. After rebuild, I copied all data files back with no problem except one
folder. This folder contained all my Quicken files. The root of this folder
contains my current Quicken data files, and a subfolder that has previous
years Quicken data zipped up.When I try to move/copy/delete either folders
or files from this Quicken folder (or subfolder) I get a File Access Denied
error.

In Explorer, the filnames of ALL the files in this folder (and subfolder)
are colored Green, which means they are either encrypted or compressed. And
before the reformat were not.

After the reformat, my username is the same as before, I have admin rights,
and I went to the properties of the files and verified that I, and everyone
else has Full Control, and that I am the owner.

Other info that may or may not be relevant:

Before the reformat, I created two copies of this Quicken folder, in two
seperate locations on the backup drive. They both have this same issue.

Before the reformat, my Root drive was f: and the backup drive was c: (error
on my part last year on a previous reformat). Now root is c: and the backup
is f:

The files contained in this Quicken folder were password protected in
Quicken, which by the way, I cannot open them in Quicken either - I get a
"you do not have privileges error". But I do not believe this is relevant
since the subfolder, which is not controlled by Quicken, is hosed as well.
And the files error out even at the file level, nevermind at the app level.

I also took this backup drive out and put it another XP machine, same
results - all folders can be copied/moved etc except this Quicken one.

It appears that all these files are encrypted, (or something else I am
missing) but I do not know why.

Are you using the same version of Quicken that was used for the backup
files? Also, you may want to try finding an answer on the Quicken site;

Yes - same version of Quicken, but i can;t even copy the .zip files that are
in that folder using Windows Explorer, and I orgianlly copied them to the
2nd hard drive with Explorer. On the Quicken website one of the first things
it tells you to do is to copy the file using your OS, I can't even do that.

So although the folders are Quicken related, and the problem May have
something to do with Quicken, I think the problem is at a lower level.

I did try whay I could from the Quicken website though with no luck.

Permission Denied When Trying to Delete Folders/Files

Windows Explorer/Tools/Folder Options/View/Unmark "Use Simple File Sharing".
Right click the folder/file in
question/Properties/Security/Advanced/Owner/Set Permissions.
