feature that hides unused programs from the All Program menu

I've inherited a previous admin's PC. There's a ton of downloaded utilities
and tools installed in All Programs. I'm used to Windows hiding the ones
that haven't been used in some time, and clicking the double down arrow when
I want to see them again. This PC does not do this for me, probably thanks
to a registry setting. Where might I turn that feature back on?

Right-click the Start button and choose "Properties". You want to enable
Personalized Menus on the Start Menu.
