You can do either of the following
(1) Copy fxscfgwz.dll ( available in %windir%\system32 ) from another
Windows Xp Home edition
OR
(2) Un-install Fax and Install Fax using start | Settings| Control panel |
Add/Remove Programs | Add/Remove Windows Components | Fax services .
This will install all fax files to the system.

I found my missing fxcfgwz.dll file at C:\WINDOWS\i386.
