1) I have only one phone line, is there an attachment that allows the fax
console to recognize a fax call from a regular call?
2) I am not able to read a fax in the fax console. It seems to be encrypted.
I can print it and read.

1) No. You'll have to look for a phone line splitter than can accomplish
this task upstream from the fax modem and software.
2) State the file association at the OS level for TIF files.

1. Windows XP Fax can't do this. You can buy an external device called
a "fax switch" that will. Here's one vendor, but you can Google for more:

2. What application are you using to view the fax? That is, if you
double-click on an entry in the Fax Console, what does it say in the
title bar at the top of the window?

Generally, if you can print it, you should be able to view it.
