Faxing through mobile phone

I am trying to use my mobile phone as a modem with which to send a fax via
Microsoft Fax. I have configured the program and my phone connects to my
computer, but the program will not dial because it cannot detect a dial tone.
How can I get around this? It doean't make sense to me that this would not
work when I have perfectly funtioning components. Thanks.

Were you aware that faxing requires analog phone lines?

'Control Panel|Phone and Modem Options|Modems|Properties|Modem tab', see if
you have a "Wait for dial tone" checkbox and uncheck it if you do.

having the same problem but, microsoft fax says line is busy

Why would you expect Windows XP Fax to be able to use a mobile phone? Is
that an analog fax modem on the Windows XP HCL? I doubt it.
