There are free services (not even the cost of a phone call), but I think

You must be talking about Windows with NTFS: XP, etc. None of the
Windows 9x that I've used has come with any Fax ability.
And, every fax program I've tried, both paid and free, has been a horror
to use -- very nasty technology. Not as abusive as Real Player or
Quicktime, but messing up the computer and interfering with work. I
recall seizing the phone line. Winfax was my first horrible experience
with a Symantec product. Norton Systemworks was the next. They got my
money for three versions of these two programs. They will not get any
more money from me. Ever.
Having said this, I believe that the problems that I experienced with at
least four different fax programs was due to the mode of the fax program
in which the computer is hung up in "answer" mode. In other words,
alert, scanning for the phone to ring, identifying a modem, ready to do
the fax handshake, "training," etc., etc.
I believe that these programs were all just fine so long as I was
sending rather than receiving.
