Fax Services through Networked Computer

I'm attempting to help my father set up his networked computers for faxing.
His main computer is attached to a phone line and he uses Fax Services to
send faxes. Mom's computer also needs to send faxes but is not attached to
a phone line. It is networked with Dad's computer.

He wants her to be able to send faxes using Fax Services and her own fax
information through the network to the phone line attached to his computer.
How can he do that?

He's tried sharing the fax printer set up by Fax Services and gets the
message that sharing isn't possible.
 
The message is correct. Was it unclear? Did you have a question about it?
 
The error message isn't unclear, but apparently my question was. My only
purpose for stating the Fax Services message was to indicate what we already
knew and save some dialogue. My bad. Here is the question I need answered:

How can he set up his system so that the computer without the phone line can
send faxes through the computer with the phone line?

The answer is the same. You can't. The client Microsoft Fax Services do not
support sharing. You'd have to be running Windows Server and its fax service
on the machine with the modem--overkill indeed just for fax sharing.

As Russ correctly wrote, not with Windows builtin services.
You'd either have to buy additional software or additional hardware.
If this would be an option, I can give you some hints.
