Fax manually with Cell phone modem

I am trying to use Windows Fax with a Razr cell phone modem using GPS/GPRS
bands. Supposedly all i have to do is connect my cell phone to a fax then
place the call through the device application - but i get a busy signal. If I
dial the number directly or through motorola phone software I can hear the
fax machine pick up but I can't figure out a way to manually send the fax.
CAN THIS BE DONE?????

I guess it depends on the phone and fax machine
I have an older nokia. You dial the number with the Nokia. It is connected
to a serial port, and looks like a fax modem to a PC.
