Fax Driver

When I try to send a fax Windows always comes up with a "Line Busy"
message; even though the line is not busy. I've checked. Downloaded
new modem driver. No help. No problem dialing my ISP.

The only clue is that after dialing I think I hear an operator
messagevery faintly in the background.

I'm calling from a 787 area code which requires the code as part of
the number.

It may not be waiting for the dial tone before it dials but I've tried
commas before the number. No help.

Need advice.

Try NOT using any dialing rules.
Instead, simply input the area code and phone # manually, and see if that
makes a difference.
