Favorites

My favorites are stuck in alphabetical order. When I go to drag one of them to the top, it doesn't stay there. It goes back to alphabetical order when I close out IE. I've tried rearranging them from the Organizing Favorites and from the Start Menu. My OS is 98.

If you have more than 193 favorites, move some of them into sub-folders.
