Favorites Don't Work

I did a clean install of Win XP Home. Before I formated my hard drive to
remove the previous OS (Win 98) I used the "Transfer Files and Settings"
utility that was on the Win XP CD to save my settings. After I installed Win
XP, I used the same utility to restore my settings. Everything works fine
except my Favorites. All my Favorites are there but when I click on any
Favorite, (from Explorer or from the Start Menu), nothing happens. I can key
in the address in Explorer and I can get to the link but I can't get there
using Favorites. I can add to the favoritee list but they too don't work.
Any suggestions?
 
In Win98, the favorites are stored under \windows\favorites where as in
XP it is located at %Userprofile%\Favorites.
Copy all the shortcuts from the old location to the new one.

I'm not sure I understand what you're suggesting I do. I don't have the
"old" location anymore because I formated my hard drive before I installed
XP. I don't have a \windows\favorites folder now. I also noticed that when
I create a shortcut on my desktop to a page on the Internet, the shortcut
gets created on my desktop but it does not work either. Help.
