Is there any program out there that can assist me in keeping the structure
of My Favorites and My Documents identical?

Possibly.
What is your definition of "structure?"

I have a dozen folders in My Documents that cover my basic areas of interest
and a dozen identically named folders in My Favorites. In each of the dozen
folders I have 5 to 15 folders breaking up those categories and in most of
those second level folders I have 2 to 15 folders breaking them up. It is
easy to maintain the top level of folders under both My Documents and My
Favorites the same, but from there, some sort of automated scan and possibly
folder move is required to keep the two folder structures identical. In some
cases the folder structure goes down 5 to 6 levels.

It might even be nice to have the option to see an integrated view of My
Documents and My Favorites. Then in Internet Explorer I would see both the
My Documents information already on my computer and what is available in My
Favorites on the Net to augment it.

D\load and install SyncBack:
www.2brightsparks.com/syncback/syncback-hub.html

You can then syncronise the two folders.

You can use XYplorer to copy the folder structure from My Documents to My
Favorites (just drag-drop with right mouse button down and you see the
option "Create Branch(es) Here" in the context menu). Those folders will be
copied without any contained files.

http://www.xyplorer.com/

It's *still* free for private use ;)
