favorites deleted and return on reboot

This is a very frustrating problem.
I delete all history, cookies and favorites through the
explorer Tools internet options. I reset my default web
page. I then go through my directories and remove all the
temporary internet files I can find. Everything looks
clean. Then I boot the computer and all the unwanted
content returns and my boot web site has been changed.
Help.
