Favorites Button Not Available

My favorites button on my IE 6 toolbar has suddenly stopped being available. It's greyed out and no matter what "fix" I try, nothing seems to work.

I've checked my registry entries in the Windows Registry as far as the location of the favorites and they are correct. When I go into Windows Explorer under the Documents and Settings subfolder, the favorites are there. The button on the toolbar in IE has just ceased to work and/or be available.

Any suggestions would be very greatly appreciated.

To restore tabs and remove restrictions that are in place.

Copy the contents below to a Notepad, and save as "Fav.reg" within quotes. Then, double-click the file.
