favorites have disappeared and can't set new ones

A few weeks ago, all of my Favorites disappeared from
Internet Explorer - they are still available when using
Outlook. When in Internet Explorer, clicking on Favorites
on the Menu bar shows only "Add to Favorites"
and "Organize Favorites", neither of which responds upon
clicking. Selecting the Favorites button on the toolbar
displays the Windows Media pane along the left side. I
tried to select the "Reset Web Settings" button on
Internet Options, but I received a message that
read "Unable to Reset Options." If I log on as a
different user on the same computer, the Favorites
options (add, organize, etc.) are available.
 
Looks like something happened to your profile settings.
Copy favorites manually to your login ID in windows
explorer from an ID where you see favorites are appearing
and it should fix the problems.

Favorites are located under
C:\Dowcuments and Settings\<Login ID>\Favorites.

Copy from the id where you see them to your login id
section.

I'm ALSO having the exact same problem. It just started
happening 2-3 days ago.

ALSO, I might add, that when I click on the History button
it crashes IE and wants to send an error report.

Are you saying you have to copy the favorites WHILE logged
into an account where Favorites are working? Because when
looking in Documents and Settings/Username/Favorites ALL
my favorites are THERE, they just don't show up when I
load IE, and like the first person said you can't Add or
Organize buttons are inaccesible.
