Fatal System Error

My PC has the following error upon booting up:

Stop: c000021a {Fatal System Error}
The Windows Logon Process system process terminated unexpectedly with a status
f 0xc0000005 (0x00000000 0x00000000).
The system has been shut down.

When I search this it comes up as related to Windows 2000, but I have an XP
machine, can someone point me in the right direction.

Okay but what I am not able to do is get to any amount of windows beyond the
startup screen before it goes blue, at this moment I'm running the Dell
hardware diagnostics, according to most help items the fixes are realted to
being in Windows, to perform recoveries etc.

So I'm stuck at this point and thanks for your help
