Fatal Error

Can someone point me in the right direction on how to fix my computer. I get
this message when I try to boot the computer.

Stop: c000021a {fatal system error}
The session manager initialization system process terminated unexpectedly
with a
ststus of 0xc000003a (0x00000000 0x00000000).
The system has been shut down.
Is there a way to fix this error with out the xp home edition cd.
for some reason when I purchased this computer walmart hp did not include
the cd.
