Fast Switch User Problems...Struggling forever

I don't remember exactly how this happened, but for a while now i have been
unable to use the Fast Switch User Problems. I believe I was exploring
somewhere in security and messed up and hit something that disabled it. I
cannot even fully access the "Change the way users log on and off" window. A
pop-up comes up saying "Client Services for Netware has disabled the Welcome
screen and Fast User Switching. To restore these features you must uninstall
Client Services from Netware."

I've tried doing this on my own but nothing works. I've gone into
Services.msc and looked in there to try to disable the thing. I've ran a
Search on it and deleted some file...which probably just messed me up even
more. What can I do? Do I need to re-install the windows to fix this??
