failed to load resource dll

When I open Internet Explorer or Windows Explorer I get
a "failed to load resource dll" message. Anyone familiar
with that?

I AM GETTING THE SAME MESSAGE... ALL OF A SUDDEN TODAY. I
AM ALSO GETTING WINDOWSc:RUN DLL NOT INSTALLED CANNOT RUN
MODULE.... ANY KNOW WHAT THIS IS??
